Colleagues, I'm sharing my understanding of the changes to the booking process:

▶️ Resolution No. 1332 "Some issues of reservation of persons liable for military service for the period of mobilisation and wartime" was approved on 22 November 2024.
Published on 23 November 2024.
It comes into force on 1 December this year.

▶️ All existing deferrals are valid until the end of their term, but no longer than 28.02.2025.
All critical enterprises must confirm their status by 28 February 2025.
ALL deferrals after 28.02.2024 will need to be re-booked.

▶️ All bookings are made through Diia.
After confirming the criticality, companies must resubmit employee lists for booking via Diia.

▶️ When hiring an employee, transferring him/her from one structural unit to another or transferring him/her to another permanent position or job, dismissing, reinstating, temporarily terminating/renewing an employment contract, the company must submit information to the Pension Fund through the electronic services web portal no later than the next day, with an electronic signature.
The deferral period may not exceed the term of the agreement/contract.

▶️ The regional administrations and the Ministry of Agrarian Policy must establish new criteria within 10 days from the date of publication of the resolution.
The Ministry says that they are not planning to change the criteria. We'll see.

▶️ Within two months, the issued decisions are subject to review for compliance with the new requirements. However, monitoring will be carried out on a monthly basis.

▶️ The validity of decisions on the recognition of enterprises as critical, which are in force as of the date of entry into force of the resolution, but which expire before 30 November 2024 (inclusive), is extended until 31 December 2024.

▶️ The renewal period for critical businesses is 12 months.

▶️ The number of persons liable for military service subject to reservation should not exceed 50%. More is possible by a separate decision of the Minister of Defence.

▶️ The number of persons liable for military service is calculated as of 18 May 2024.
If after this date there are more employees liable for military service, the number as of the date of submission of the lists for reservation is taken.

▶️ If there is only 1 person in the company who is liable for military service, they will be booked.

▶️ The number of persons liable for military service does not include women liable for military service.

▶️ Booked separately and not included in 50% - ultimate beneficial owners with a share of more than 25% and necessarily with the right to control, listed in the Register of Legal Entities that are NOT employees. They are booked in the amount of 100%.

▶️ Criteria for the criticality of enterprises from both MINAGRO and RSAs must be approved by the Ministry of Defence and the Ministry of Economy.

▶️ The company must have no debts on payment of ANY state and local taxes.

▶️ The average monthly salary for an ENTERPRISE for the previous QUARTER must be equal to 2.5 minimum wages (minimum wage of UAH 8000), i.e. currently UAH 20 thousand - УВАГА❗️ - as of 15 November 2024.
(I already suggested that you regulate the month of October two weeks ago).
Companies that do not switch to this criterion from December 2024 risk losing their criticality status.

At the same time:
▶️ The minimum salary of each person liable for military service for each month of the previous quarter must be at least 2.5 minimum wages (minimum wage of UAH 8,000), i.e. at least UAH 20,000.
