💰🌾CONCESSIONAL LOANS AS A TOOL FOR REVIVING THE AGRICULTURAL SECTOR: ODESA REGION IN THE LEAD

📈 In the difficult conditions of war, macroeconomic instability and shortage of working capital, Ukrainian farmers are proving their ability to adapt and develop. One of the effective mechanisms that helps them keep the agricultural sector afloat is the state programme "Available loans 5-7-9%".

Since the beginning of 2025, 3,597 agricultural enterprises have attracted UAH 21.4 billion under this programme. And it is pleasant to note that Odesa region is one of the three most active regions of Ukraine, having attracted UAH 1.7 billion for 299 agricultural enterprises!

🔍 What do these numbers mean?

✅Odesa region is a strong agricultural school. The active use of the soft loan instrument demonstrates the high financial literacy of the region's farmers.
The average loan per farm in the region was over UAH 5.6 million, which can cover the cost of seeds, fertilisers, equipment upgrades or launching new projects.
In the face of limited markets and logistical risks, access to capital is becoming a key condition for the survival and growth of agribusiness.

🚜 Prospects for farmers Odesa region

🌾 Investments in irrigation. Odesa region is a risky farming area, and soft loans can be used to modernise irrigation systems (in particular, drip irrigation for rice, cotton, and vegetables).
🏗 Creation of processing facilities. The availability of a credit resource is a chance for farmers to get out of the "raw material trap" and produce value-added products (cheeses, juices, cereals).
🚛 Logistics infrastructure. Loans help to equip elevators, warehouses, and refrigeration facilities, which increases the competitiveness of farms.
🌱 Development of niche crops. The demand for spices, berries, and niche legumes is growing. Money from 5-7-9% can become "seed money" for such innovative projects.

💸 High need for working capital amid inflation.
📉 The risk of being overburdened with debt without a clear development strategy.
🧾 Difficulties in confirming the right to a loan due to imperfect land documentation.
📋 Not all farmers are registered with the State Agency for Agrarian Policy, which is a prerequisite for receiving funding.

✅ Advice for farmers in Odesa region

📌 Apply to DAR. No loan without it. This is the first step towards transparency and openness of state support.
📌 Engage a financial advisor. Make a plan for using the loan, calculate the risks, weigh the options.
📌 Consider joint projects. Cooperation is a chance to get more funding, less costs.
📌 Keep an eye out for grants. Loans can only be part of the financing - part of the funds can be offset by grant programmes.

✨ The Affordable Loans 5-7-9% programme has evolved from a simple government initiative into a real financial instrument to support farmers, especially in powerful regions such as Odesa. Reasonable and targeted use of concessional loans is not just a way to save the farm, but a chance to make a leap forward, modernise, and enter new markets.

💪 The future of Ukrainian villages lies in responsible decisions, knowledge and access to resources. And as long as the farmers of Odesa region do not lose faith in the land, in their work and in the country, the region's agricultural strength will only grow.
