In the context of Russia's systemic attacks on energy infrastructure, the issue of energy independence is becoming particularly relevant. The Government of Ukraine has developed and is implementing a whole package of important decisions and financial programmes aimed at stimulating the development of distributed generation. This will allow Ukrainians to ensure their own energy independence, meet local energy needs and strengthen the country's overall energy security. "Today, owners of private and multi-apartment buildings have a unique opportunity to take advantage of preferential programmes to increase their energy independence. The development of alternative energy sources is becoming an integral part of the new Ukrainian energy system, and such programmes are an important contribution to its formation.

One of the key initiatives is the 0% loan programme for individuals to purchase generating units that produce electricity from alternative sources. The programme was initiated by the Ministry of Energy and is aimed at encouraging household owners to develop their own energy sources. Anyone who wants to buy solar panels with energy storage systems or wind turbines can get a loan of up to UAH 480,000 for up to 10 years. The state fully compensates the interest rate for the entire loan term. You can apply for a loan at such banks as Privatbank, Oschadbank, Ukrgasbank, Sens Bank, and Globus Bank. The number of partner banks in the programme is increasing thanks to the efforts of the Entrepreneurship Development Fund.

In addition, condominiums and housing cooperatives can take advantage of the Affordable Loans 5-7-9 programme to obtain a loan of up to UAH 5 million for up to 5 years at 7% per annum. These funds can be used to purchase and install solar panels, inverters and energy storage systems. An application for participation in the programme can be submitted to one of the 46 banks cooperating with the government under this programme. In addition, this programme can be combined with the GRIDIM programme, which compensates up to 70% of the cost of equipment.

Loans are available for entrepreneurs to purchase gas turbine, gas piston or biogas plants under the Affordable Loans 5-7-9 programme with a maximum amount of up to UAH 150 million and a term of up to 10 years. Proposals from 19 of Ukraine's largest banks are also available for energy infrastructure rehabilitation projects worth up to €25 million.

These programmes will enable homeowners and entrepreneurs to set up autonomous energy sources, ensuring their energy independence and stable operation. The government has also simplified the regulation of the construction and connection of small-scale generation facilities to gas, heat and electricity grids.
